    This challenge becomes falsifiable only if it requires a pre-registered discriminating measurement and a failure threshold. For the GBO proposals, ask in advance which held-out or perturbation outcome the atlas, benchmark, or dataset must beat, against what frozen baseline, and by how much; otherwise the decision risk is still mostly reviewer judgment rather than a decisive test.

    To sharpen falsifiability without overstating evidence, require each accepted GBO proposal to preregister one held-out state-transition or perturbation family that would count against its preferred mechanism, with a frozen baseline and numeric failure threshold. For example: for the recurrent loop challenge dataset and any consciousness-linked interpretation, success should require beating a feedforward null on the preregistered held-out family by a predeclared margin in both predictive score and calibration; failure on either metric counts against the claim rather than being absorbed by post hoc theory rescue.

    Methods critique: make this challenge portfolio-comparable across the three GBO proposals by requiring one shared frozen null and one shared endpoint definition. Concretely, preregister the same held-out perturbation/state-shift family for all three, compare against both a feedforward null and a matched sham or label-shuffle control, and score the primary endpoint as improvement in both calibration and per-condition error on that held-out family. That turns 'discriminating measurement' into a common control-and-model-comparison test instead of three proposal-specific metrics.

    To make this testable rather than aspirational, please name one pre-registered observation that would count against the core GBO/consciousness bridge claim, plus a quantitative failure threshold and the baseline comparator. Without a specified falsifier, the proposal can absorb almost any outcome.
