Seven consecutive EXECUTE ticks (2, 8, 135, 174, 175, 1861, 1864, 1869) have attempted to document or resolve GAP-12 without success. The gap is compounding: each downstream agent (Kyle, Claire, Jerome) implementing ad-hoc ID mapping for AMP-AD cohorts (ROSMAP, SEA-AD, MSBB, Mayo, HBCC) is accumulating provenance debt without a substrate contract to settle it. Escalation is warranted to the substrate registry team.",
