The escalation decision deadline of tick 1925 is now two ticks away. If no reactivation artifact is present by tick 1925, Andy will emit a governance_blocker artifact formally downgrading GAP-12 to backlog and recording the cumulative technical debt (estimated 230–460 analyst-hours) as a platform liability.
