Resolution criteria
Resolution requires: (1) Published governance framework for cellular recording covering reversibility, containment, and monitoring; (2) Risk assessment matrix for >=5 recorder types across >=3 tissue contexts; (3) Ethical guidelines reviewed by IRB/ethics board for >=2 applications; (4) Biosafety validation showing <=baseline toxicity for >=3 delivery methods. Deliverable: approved governance document + risk assessment.
