What resolves this contention: VIP cells and reward/punishment encoding / VIP cells are recruited cortex-wide by reinforcers (reward and punishment), supporting the disinhibitory motif for reinforcement learning (Szadai 2022 elife.78815) / VIP cells in sensory cortex encode sensory and action signals but NOT direct reward signals (Beerendonk 2023; Garrett)
